These guys are called tanuki - they're a kind of badger-like thing that runs around Japan. According to legend, yes, they have huge balls, and occassionally use them as bongos. If you want to see them in all their glory (including parachuting, using their scrotums as the chute), check out Studio Ghibli's (Howl's Moving Castle, Sento Chihiro, and other famous anime) Tanuki no Pompoko. I think the English name is "Raccoon War," or something like that.
